We as citizens spent another Rs 7.8 lakh crores Two years ago in 2014-15, Governments spent about 5 lakh crores (Approx) on healthcare and education. Here is the Reason:  Eartpin is for the safety and its function is to discharge any leaking currents from equipment body to the ground. To do that, It needs to connect first and disconnect at last.
